## 6. Tax Configuration

### 6.1 Tax Calculation (GST, VAT)
**What it does:** Sets the tax calculation: the tax (the GST, the VAT) is calculated on the price, so the total price (the price plus the tax) is correct (the tax is applied per the tax rules). The Super Administrator configures the tax calculation (the tax type, the tax rate, the tax base) so the tax is structured and the calculation is explicit.

**Sub-features:**
- Tax type: the type (the GST, the VAT)
- Tax rate: the rate (the tax rate, e.g., 18%)
- Tax base: the base (the price the tax is applied to)
- Tax calculation: the calculation (the tax base, the tax rate, the tax amount)
- Rule definition: the rules defined by the Super Admin (the type, the rate, the base)
- Tax application: the tax applied (the tax is added to the price)
- Audit logging of the tax rules and the applications

**Super Administrator User Journey:**
1. Super Admin configures the tax calculation: the tax type (the GST, the VAT), the tax rate (e.g., 18%), and the tax base (the price the tax is applied to); the rules are explicit.
2. Sets the tax type: the type (the GST, the VAT); the type is the tax.
3. Sets the tax rate: the rate (the tax rate, e.g., 18%); the rate is the percentage.
4. Saves; the tax calculation is live, and the tax is added to the price.
5. A learner subscribes; the tax is calculated (the tax base, the tax rate, the tax amount); the total is the price plus the tax.
6. The learner pays the total (the tax applied, the total paid); the payment is the total.
7. For a rule change (a tax rule updated), Super Admin changes the rule (the new type, the new rate, the new base, the time); the change is recorded.
8. The tax rules and the applications are audit-logged with the tax type, the rate, and the timestamp.

**Rules & Edge Cases:**
- The tax type is the GST or the VAT; the type is the tax.
- The tax rate is the percentage (e.g., 18%); the rate is the basis.
- The tax base is the price the tax is applied to; the base is the scope.
- A rule change (a tax rule updated) is recorded (the new type, the new rate, the new base, the time); it is auditable.
- The tax rules are visible (the type, the rate, the base); the tax calculation is managed.
- Tax rules and applications are audit-logged with the tax type, rate, and timestamp.

### 6.2 Tax Rules per Region
**What it does:** Sets the tax rules per region: the tax rules (the tax type, the tax rate) are set per region, so the tax is applied per the region (the region's tax rules). The Super Administrator defines the regional tax rules (the region, the tax type, the tax rate) so the regional tax is structured and the rules are explicit per region.

**Sub-features:**
- Regional tax rule: the rule per region (the region, the tax type, the tax rate)
- Region scope: the scope (the region, the tax rules)
- Regional tax calculation: the calculation (the region's tax type, the region's tax rate, the tax amount)
- Rule definition: the rules defined by the Super Admin (the region, the type, the rate)
- Tax application: the tax applied (the region's tax is added to the price)
- Tax record: the tax recorded (the region, the tax type, the tax rate, the tax amount)
- Audit logging of the regional tax rules and the applications

**Super Administrator User Journey:**
