### 4.1 Create, Schedule, and Manage Campaigns
**What it does:** Creates, schedules, and manages the campaigns: the campaign (the campaign, the type, the content, the audience, the schedule) is created, scheduled, and managed, so the campaign is controlled (the management is the control). The Super Administrator creates, schedules, and manages the campaigns (the campaign, the type, the content, the audience, the schedule) so the management is structured and the control is explicit.
