## 3.3 Department Grouping

### 3.3.1 Create & Manage Departments
**What it does:** Lets the admin create, rename, merge, and archive departments that mirror the organization's structure. Departments are the unit for assignment, reporting, and cost allocation.

**Sub-features:**
- Create a department (name, description, manager)
- Rename and edit departments
- Merge two departments
- Archive a department
- Available on web and mobile
- Event logging (viewed)
- Audit logging of the department management

**Corporate User Journey:**
1. The admin opens Employee Management → Departments.
2. The admin creates a department with name, description, and manager.
3. The admin renames or edits a department.
4. The admin merges two departments; employees move to the target.
5. The admin archives an empty department.
6. The admin opens Profile → "Activity" and confirms the events are recorded.

**Rules & Edge Cases:**
- A department with employees cannot be deleted, only archived after emptying.
- Merging keeps all learning and compliance records on the employees.
- Department names are unique within the account.
- Events (viewed) are logged with the account and the timestamp.
- The department management is audit-logged with the account and the timestamp.

### 3.3.2 Assign Employees to Departments
**What it does:** Lets the admin move employees between departments, individually or in bulk. Department membership drives targeted assignments and per-department reporting.

**Sub-features:**
- Assign an employee to a department
- Bulk reassignment (multi-select)
- One primary department per employee
- Reassignment history
- Available on web and mobile
- Event logging (viewed)
- Audit logging of the employee department assignment

**Corporate User Journey:**
1. The admin opens the employee list and selects employees.
2. The admin chooses "Move to department" and picks the target.
3. The employees' primary department is updated.
4. The reassignment history records the change.
5. Department-scoped reports reflect the new membership.
6. The admin opens Profile → "Activity" and confirms the events are recorded.

**Rules & Edge Cases:**
- Each employee has exactly one primary department.
- Moving an employee does not change their learning records.
- Events (viewed) are logged with the account and the timestamp.
- The employee department assignment is audit-logged with the account and the timestamp.

### 3.3.3 Nested Teams
**What it does:** Lets the admin create teams inside a department for finer-grained targeting, e.g., a "Payments" team inside "Engineering".

**Sub-features:**
- Create a team within a department
- Assign employees to teams
- Team-level assignment targeting
- Team roster view
- Available on web and mobile
- Event logging (viewed)
- Audit logging of the nested teams

**Corporate User Journey:**
1. The admin opens a department and creates a team.
2. The admin assigns employees to the team.
3. The admin targets a training assignment to the team.
4. The team roster shows its members.
5. The admin opens Profile → "Activity" and confirms the events are recorded.

**Rules & Edge Cases:**
- A team belongs to exactly one department.
- An employee can belong to multiple teams but one primary department.
- Events (viewed) are logged with the account and the timestamp.
- The nested teams are audit-logged with the account and the timestamp.
